They have special machines at the ketchup factory that put the ketchup in the packets with a sort of syringe and then the packet foil is fused back together.

I just saw a show about the history of ketchup the other day. A machine feeds the roll of tubing (the packet), seals one end, squirts a bit of ketchup, seals and cuts it off.
It's pretty cool and they can do thousands in about a minute.

I think a big plastic monster eats tomatoes, drinks a soda and well ketchup packets are created.
Oh man those poor monsters for a whole Costco platic bottle.
