I have bath fizz balls (only fizz until disolved) that colour bath water for kids... not soap, and no staining. You should be able to find them near the bubble bath in pharmacies / dept stores :)

I would not use anything in the fountain to colour it - may also damage your pump.
Perhaps this would be a good time to invest in a small pond light that you can change the colour of the bulb in.
Or did you want running coloured water ie: blood?
You could put dried ice in the fountain for the steaming effect and use a red spot light.

My first thought was food coloring but ......
it would be best if you checked with a local hardware store. Lowe's or Home Depot also are on the web and offer free advice.

Try a local pool supply store.. they have tons of colors for pool parties.. doesnt stain.
