My eyes often feel dry after a bit of reading, especially if I read from a book as opposed to a computer screen, and I also have a mucus problem: Is there a dietary recommendation you can give me for reducing these problem?

I'm speculating that some foods or vitamins can help.

Incase it's asked or suggested, yes, I do eat a fair bit of carrots, cooked and uncooked.

I'd prefer not to overuse eyedrops, which I'm worried might happen.

What you need is dry eye drops, and as for your mucus problem near the inner eye area is an infection and should be seen by your doctor. No real home cures the only one I know of tired eyes that are dried is to wash your eyes with two camomile tea bags. Dip each bag in the warm tea (not hot warm) and gently swip your eyes.

I often get dry eye, and red eye after smoking the reefer, but then i just drop some eye drops in. And I also drink plenty of water to keep my body and eye's hydrated.

i doubt food/vitamins can really help with prevention.
i do know that artificial tears can help as a treatment. it's basically a lubricant. another popular product is refresh tears, which is supposedly better but is a little more expensive.
by the way, if it stings, then maybe u need one without preservatives. i've tried refresh tears...no stinging.
