They probably don't come apart. They are usually sealed to prevent water and dirt from getting in there.
It's possible yours are not sealed and can come apart, since they found a way to get dirty. Otherwise, the seals have deteriorated.
New headlamps can cost up to $100. I say live with it.

Most of those types of headlights only have a small opening in the back for inserting the bulb. You'd need to unplug the blub and take the headlight assembly out. Once it's out sit it clear side down and fill it with enough glass cleaner to cover the clear part. Use a baby bottle brush to gently scrub it. Rinse it out. Let it dry. Then put it back together.

There is nothing to "clean", Most of what you see is environmental damage from the sun. UVa & UVb cause a great deal of damage to the clear crystal (Lexan) and the reflective inner surfaces of these assemblies.
About all you can do for them is to replace them, and they cost a pretty penny.
If you look around, you can find after-market manufactured assemblies that cost as much as 35% of the original equipment from Dodge.
Good Luck

Don't just live with it like the other guy said - Go to a salvage yard and tell them you want some nice clear headlights cause yours are fading or yellowed. And you will save alot of money

Yes, you can buy some plastic polish. I cant remember the brand at this moment, but it works great. You can get it at auto body supply shops, sometimes auto parts stores carry it.
