i have change spark plugs for town and country 94 and oxgen sensor , air and gas filters but the car milege went down after that to 15.4 mpg and it is going down , could it be the spark plugs that came adjsted wrong ?? or what it was 17 mpg before tune up/

get an oil change, check the tires, and try not to use a/c all the time it burns gas like crazy. or you could buy a bike i hear they have great mileage and don't pollute the air either.

the spark plugs usually dont come pre gapped you'll need to find out what they should be gapped at and check them, also sometimes those digital guages are just wrong (something to keep in mind)

are you driving differently? hittin the gas harder, more hills & traffic ect.? Check your tires.
