I don't think so, his hamstring is still bothering him

He won't start until he deems himself "fit to play"(His words, not mine) Even when he comes back, don't expect the 2005 Steve Smith to show up the first few weeks he plays. WR's usually have a hard time coming back from hamstring injuries and Smith seems to have a chronic problem. He may be a step or two slower when he comes back, as he may not be able to make quick cuts or quick starts/stops.
Keep your fingers crossed that he comes back in time for week 3, as the Panthers play the Buccaneers. If they lose that game, they might as well pack it up for the season.

If he's not ready, by all means keep the man on the sideline. We'll need him for the playoffs. Yes, my fingers are crossed.

I'd seriously doubt it. They aren't going to jeopardize injuring him further at this point in the season. They're going to rest him until they're SURE he's healthy.
