Both are considered valuable to our national security. Strikes in transportation can cause extreme hardship, thus laws that allow the President to order cooling off periods.

Because no legislator in DC has the guts to sponsor a bill that would bring things up to date. Actually, we should all be happy that our legislators do very little. The less they do, the less they screw up our lives. The federal government's main responsibility is to protect us. All other things they should simply butt out of. They take our money; isn't that enough. Can you imagine what is going to happen if the Democrats take back the Congress? There goes our money!!!!!!!!

It might have something to do with the way that safety is enforced for the two. That's just a shot in the dark though.
