hypothesis testing?

I need to test if two populations of stock returns are correlated. Their correlation is 0.21. How do I draw a conclusion if that number is indeed statistically significant? Do I have to conduct a hypothsis testing? if yes what "test statistic" would I use?

.21 is a very weak correlation.
