Continue to use his Boogey Man Bin Laden to SCARE people into giving up more of their freedom, liberties, privacy's. He'll continue to slowly use FEAR until the people get sick of giving up freedoms for so called protection. By then Bush will have already created a mini police state.

He'll attack Iran, make India attack Pakistan (or attack it itself) and try to get into China. But it will only destroy America, keeping in mind that Iran could easily target Israel.
