I have a whisper filter, and I think that is sufficient. Do I also need to add an air pump. Right now I have 3 Neon tetras and 1 bottom feeder in the tank.

no what you have with the filtration is fine as long as you dont add anymore fish

If you have a mechanical/biological filter like an Aqua Whisper then you are fine.
No need for additional areation.

No the filter is enough for a tank that small.
