I'm 5'2" and have the same problem. I have found the best jeans at Express, Old Navy and Gap. They all have different lengths, so it's easy to get the perfect size.

I'm 5 foot and weigh 95 pound and can never find anything that fits! Jeans are a pain. Places mentioned like the Gap and Old Navy don't work for me because the pants are too big around the waist. They slide right off of me. I tend to be a 00 most places I shop. The closest thing I have ever found that fit me are LEI's sometimes do and then this online store kinda like A&F called Aeropostal I think it's spelled. Their 00 short fit me rather well, although I still need to typically wear a belt.

I am 5'2" and I absolutely love jeans from Gap and The Limited. Both stores have jeans in short lengths, so you get the style without having to hem the length and take away from the intended look of the designer. If you are on a budget, Wal-Mart also has a great selection of Levi jeans in short lengths.

I'm exactly the same size and I do all my shopping in the Petite Section of any good Department Store. Make sure on the jeans, you get Petite Short. They come in two lengths.

My friend is short and had a trick , she uses rubber bands around the ankle and then fols over the top and it looks like they are hemmed. kind of finger crease them
She does this so she doesnt have to shorten them and then if she wear something with a heel , she can adjust the length.
She can only find jeans that come in a short length that fit at Old Navy..

I'm 5'1 and I also buy my jeans from the Jr. department because I have a big bubble booty and thick thighs...but my suggestion to you is to just come up off the extra money and have them altered...its not expensive and at least you wont be doing the work youself. I can always find a pair that fit perfectly at Express though...

I shop at Petite Sophisicated, but they're a little pricey so I can't go often. I'm 5 feet and weigh 105.

most big stores have a petite section or when looking for jeans look for your size with a "p" beside it or ask a sales person to assist you
p is for short length, a is average length and t is tall length

I know that Gap and Old Navy, and all the teen stores (American Eagle, Aeropostale, A&F, Holister) sell their jeans in lengths.
Carsons does too.

You want to go to the petite department. Their slacks and jeans are for people who are 5'4 and below.
