The part I'm having trouble understanding are ; and the commas between the fractions in the parentheses.

Can someone help?

It seems as though the ; is a separator for the equation and the set of possible answers. The commas are just separating out the possible answers.

The answer for x is among the set {1/8, 3/8, 5/8, 7/8}.

x=17/8-14/8=3/8
the commas separate the 4 choices of answers given!

x=17/8-7/4

x=17/8-14/8=3/8

D)7/8
