To say that it was just the Emancipation Proclamation would be like saying that your mother telling you to take out the trash while you are on the computer is the end of the trash being full. You are going to hem and haw and then with more prodding it will be done.
The Emancipation Proclamation lead the succession of the southern states which led the Civil War. The north won and to be accepted back in the union (not like they really had a choice), the southern states had to ratify the 13th Amendment which prohibited slavery.

The 13th Amendment legally ended slavery.
The Emancipation Proclimation only ended slavery in areas not under Union control as of January 1, 1863.
The Civil War did not technically end slavery in the border states, and Texas slaves were not emancipated until June 13, 1865 (Juneteenth).

The 13th amendment technically ended slavery, but even though this was added to the constitution, but it took time to end slavery completely even after this amendment due to racist attitudes, particularly in the southern states of america, where the authorities would do little to ensure slavery was ended as the authorities were made up of white people therefore meaning that african americans received unfair treatment.

An 1867 federal law prohibited debt bondage or peonage, which still existed in the New Mexico Territory as a legacy of Spanish imperial rule. Between 1903 and 1944 the Supreme Court ruled on several cases involving debt bondage of black Americans, declaring these arrangements unconstitutional.
I got it from Slavery in USA - 1850s to the Civil War. IIt gives not only the dates of the law, but when it was brought in by each state (makes fascinating reading, including the above quote!)

it hasnt ended. we (most of us) are still slaves for somebody, but instead of food, we get a little paycheck. also there is still REAL slavery happening every day, thats what happens to a lot of these kids that go missing, they get sold to freaks and wierdos with money for who knows what.
