I'm assuming you have a major mildew problem and not just a little odor. I would hire ServPro (national husband/wife franchise) or a similar disaster recovery company to do the work.
Mildew is mold and can be extremely hazardess to your health.
You also need to address the cause of the dampness.

The 3rd one is tips on how to remove mildew from clothes, which may be useful for other items in your basement as well. If there is carpet down there, the 4th link will help with that.
As for keeping it that way, seal where the moisture is getting in and ventilate to keep it from attacking things again!

Prevention is the key once the mildew you have is removed. In order to do this need to eliminate the sources of moisture which allows the mildew to grow. You can start by sealing the concrete, assuming you have a concrete basement. then try to add a bit of heat to dry out this area.

DO NOT add heat. Mold & mildew is plant-life.......it likes it warm and moist. Remove the moisture with a LARGE dehumidifier.
