set the moveable hand to current baro pressure. later return to see if baropressure has fallen or risen since last set.[the hand u set does not move] drop=bad weather, rise=good weather.

If you've followed the instructions and it still doesn't move, it's probably been messed with and broken. I had one...They don't work well above 1000 ft. elevation and they're quite a pain to clean,(with nitric acid), and refill,(with mercury)...so ours continues to be just a non-working showpiece.
