I use Roxio VideoWave 7.0 to do the work. You can find a newer version too. It does a good job.
You create a new project in Roxio, try to learn how to make a DVD, chapters, etc before you make a big effort in making a DVD. I learnt the hard way.
Delete unwanted files (internet, temp, etc)
defrag your drives after closing all possible apps.
if possible, put your source video on one drive while the output to another. that way the IO is faster.
I put a damn fan forcing air onto the motherboard to cool it otherwise either the machine hangs or the quality is bad.
you can drag and drop WMV files into a roxio project and it will convert it to MPEG-2 for DVD.
