Edit: Thanks for the great answers. Someone said that it depends on what you want. So, does that not imply a woman can't in herself be sexy, but you make a woman sexy by what you want? Also, people said confidence and attitude. What specifically about those can make a woman sexy? Thanks for the answers.

Attitude, self-confidence & good grooming!
A woman can definitely be "sexy" without it relating to anyone else's standards. That is why attitude and confidence are so important. You can take an average girl (or guy for that matter!) and when she carries herself in a certain way that shows SHE thinks she is sexy, you will believe it. On the other hand, there can be someone who is aesthetically perfect on the outside but doesn't know it and she won't have the same kind of sex appeal.

the way she carries herself, the look in her eyes, the way she walks, the way she talks, the way she opens her mouth to say something. Her self respect and confidence. Sometimes a woman can be sexy on the outside because she dressed into something slick and tight, but when she opens her mouth all the sex appeal just disappears.

As you can see in everyones answers, it is kind of like beauty being that it is the eye of the beholder. It is not just one thing, it is what ever the person looking needs it to be at the time. When you look at a person and you see something that just blows you away, and you feel like you need to meet that person. That is sexy

her attitude and willingness to have fun together. if she is a little naughty and likes to tease and make you two have a good time. the things she does that gets you excited and makes you want her, are the key.
IF she enjoys being a woman and acing like it makes you feel like a man, then she is sexy.

Confidence in herself, able to look you in the eyes while talking to you, cares about her appearance and the way she walks. Of course having a kick-in hot body that she knows how to accentuate helps too.
