the basic way to explain time is GMT. this is the international time,
now it is utc[coordinated universal time]
GMT is 00:00+
it is easy to calculate using military codes
in military GMT or utc is ZULU [ Z ]
A -ALPHA +01:00
B -BRAVO +02:00
etc
in India E* [+05:30]
WE USE A TO Z
{ ALPHA,BRAVO,CHARLIE ETC]
IN GERMANY TIME ZONE IS ALPHA
THE TIME IS ZULU+ALPHA where A is[+01:00]
THE STANDARD TIME IN GERMANY IS ALPHA
BUT SUMMERTIME IS BRAVO [+02:00]
ZULU +BRAVO[+02:00]
IN CALIFORNIA TIME ZONE IS U[UNIFORM]
ZULU+UNIFORM
ZULU+[-08:00]
EG IF THE ZULU IS 08:00
THEN TIME IN GERMANY IS 09:00 ZULU + ALPHA [Z+A] WHERE A IS +01:00
CALIFORNIA 01:00

most of the time it is 8 hours, but there is a 3 week differance in the setting of daylightsavings time where germany is 9 hours ahead.
