Press the restart button then as it is starting up press F4 choose safe mode (only will work if you know what you may have done to cause it and you can get in to uninstall or fix it)
Otherwise I am sorry to say you may have to do a restore
I had the same problem but it was downloading service pack 2 something went wrong.

Run Windows XP installer from the bootable Windows CD, choose install --> upgrade. During the installation process, when asked where to install, choose a partition and "leave file system intact". Then, it reinstalls your Windows without hurting any of the stuff on your hard drive.
During the install process you may also try "Repair", but it never worked for me.

try going into bios,when you start your system and load defaults settings,then try safe mode,to get into bios,it will either be F1,F10,or Delete,I do not know which system you are running,and if you ever need a password to get into bio's remove the battery out of the motherboard for one minute ,it will reset the password

if you dont have the files in the OS drive, then you could format that one and go for a fresh installation ... else repair that xp with the cd you have ...

get rid of crashes and blue screens forever... use linux... check out www.ubuntu.com... and automatix... u'll never look back!
you can run ubuntu off the cd before installing it... then you can burn/copy your important files... u'll need a cd rom (from which to run ubuntu) and a writer (to backup your files) if you want to burn to cd... or you could backup to a flash drive...

Take it to the Geek Squad or some other computer place where they will be able to fix it. Otherwise, find a friend who knows about computers and have them fix it.
