Because it takes hundreds of years of breeding to get the "wild blood" out of the animals.
There was one case, in a town called Pelgrimsrus in South Africa during the 1800's, where a dozen zebra's were trained to pull the post coach, but according to records they where aggressive and difficult to control.
Also, when Dias and Da Gama sailed past South Africa, they recorded that they often saw locals Koi San (tribes people) ride cattle (cows).
Why put up with all that trouble if there are already horses.

Zebras do not have the strong backs that horses and donkeys have. You might be able to find old pictures of someone riding a zebra. They are the same as horses as far as capturing wild ones and taming them, but they don't make good pack animals, so that was given up.
Additionally, there were experiments to cross-breed horses and zebra, to get the better adaptations to environment from the zebra and the sturdiness of a horse. These experiments did not produce what was desired, but did make some pretty stripped horses.

For what purposes? Riding animals is rare in Africa and you have to have been exposed the Westerners to have to want to ride anything. Donkeys and Camels are the real deal as they can do lots of work from carrying vital supplies to carrying people over long distances. Areas where zebras are found most of the locals don't have 'riding" culture. So in a nutshell, domesticating zebras would only have aesthetic value, i.e it would bring in lots of tourists but not benefit the locals in the ways of the camel or donkey.
