Quick format erases the first 25 sectors and the last 25 sectors of the hard drive so that you can install the os quicker shorter format waiting time.
Full format erases all sectors on the drive so longer formatting time.
Quick format is the better option because at the instalation the sectors on the disk are over writen any way so your install is twice as quick than using the full format which takes longer.

A full format will help to weed out any bugs or problems on the hard drive. Better to do full format to NTFS as it's more secure. Formatting turns the 1's in the binary code of the data into 0's so that they can't be seen.

Quick format blanks out the index of the hard drive and lays out some minimum structure on the rest of the disk. That's why it's fast, it's only actually changing about 1-5% of the contents of the disk.
Full format writes out a new index, then tests the surface of the entire drive to see if it's reliable enough. This takes much longer but you can be sure that you've got a good drive. If it finds any bad space, it keeps a record of it in the bad space table.
Quick format is bad news on a new drive - some drives have entire surfaces that are unusable, so the last 25% of your hard drive might be totally useless. If you only quick format, you might not find out for a long time. Any time you saved during format you'll waste later on reinstalling everything again.
Of course, if you've been using the drive for ages and you know the whole thing is fine, quick format is great.

A quick Format will simply allow the Hard drive to be written over and before the harddrive is written over, the data (with the correct software) can be recovered. With a full format the data is much more difficult to recover as the hard drive has been returned to almost factory settings. Beware when formatting drives, you will lose your operating system and all installed software!!

Quick format is "none distructive" it doesnt take everything off
Full Format is "distructive" it wipes the hard drive completly and puts on a new fresh installation of Windows or what ever it is you use
