Skin pH is usually in the region of 4.5 - 6 tho newborn babies it s closer to 7. Materials with pH's approaching the upper and lower levels i.e <1 and >13 will damage the skin. You wouldnt want to be shampooing your hair with a product that had a pH in these regions which is why these products have pH regulators added.

Many chemical reactions require certain pH conditions for the reaction to work in. i.e given a set reaction there may be little or no reaction within an acidic media but placed into a basic media the reaction may be extremely vigorous and vice versa.

Depends what's it's being used for. pH range is very important for solubility and other considerations.
