paypal premier vs. personal accounts?

i use paypal to receive my payments from ebay. I probably receive about $400/mo in a decent month. I get charged 30 cents plus 2.9% for each payment. I've heard or read that if u have a 'personal paypal account' you can receive money for free?
Am I being an idiot but not having a personal paypal account and therefore being charged all these fees? ( in general when is one type of account used versus the other and should i maybe have one of each?)
