That person needs to get theier own visa, but what you can do to help is send over an invitation letter, or a sponsor letter...
Sounds like we may know the same person. I have a friend that also wants to come over from Lagos Nigeria

I dated a girl from Nigeria for a few years, her family was always trying to get more family over here with whatever excuse they could find. She took everything she could from me and ran too. Because of this and the multitude of scams that go on, it will take a number of years. I mean it took her mom 10 years just to get her over here.

Your friend has to get their own visa in his country.
You can't help him.
If you really know this person fine.
But if you met them online, you better watch giving him you address. Then when he skips out of the visa here in the states guess who's house they show up at. And you "helped" him by using your address.
Just becareful.

Yes, I was just visiting Costa Rica for a few months and I got my pass port, and was good to go. I'm not sure about a visa....it's best to go to your local post office and ask about the visa there.
