Siamese twins, get a pair of huge pants and t-shirt, have each of them get one of the legs and arms of the clothing. Put their hair in pig tails and attach one of each to the other. My twin and I did this years ago, got good laughs, lasted about an hour, we can't stand each other.

They can go as salt and pepper (either the rappers or the actual table stuff)
dressup in filled trash bags and say they are trashy women

they could go as tupac and biggie- that would be hilarious!!!

my friend and i dressed as a pair of dice for our halloween party at work one year. it's cute and cheap. use two square cardboard boxes, cut holes for your arms and head,cut the flaps out of the bottom for your legs to come out, paint them white, then then glue or paint the black dots on each side. we wore long sleeved white shirts and black pants. we got a lot of compliments when we did this.
