take them all up get 2) 1-1/2" bars lay them down spread concrete sand over them reset the pavers with out compressing the sand with anything other than the pavers. otherwise don't walk over the sand on your way to get the pavers. when your done tamp them down with a tamper if they are clay brick use a few pieces of plywood o top of the brick before you tamp. goto unilock.com to find out more on setting pavers when everything is said and done back the edges with concrete so they won't move again then you can cover the concrete with dirt.

you need to pull them all up and re-level and pack down the substrate.

Just doing one or 2 slabs won't work, or last for long.

lift the blocks if they are small, add material under them to relevel and relay the blocks.
