Yes you can. I have used my T-Mobile GSM phone in Beijing, Shenyang, Chengdu, Guangzhou, Shanghai and Hong Kong with no problems. Just ensure that you check all of the fees that you will be charged when you make your call from your cell phone provider and make sure that they have international calling activated on your calling plan.

Another option is to buy a local SIM chip and use that while you are there. It's a cheaper option.

You can as long as your phone is at minimum a tri-band phone. A dual band phone will only support the North American GSM frequency bands, rendering it useless outside North America.
