you need to create the document yourself into a pdf by scanning it in to your system or if it's on your system just convert it. I use primopdf http://www.primopdf.com/ it's free and easy to use once you set it up, I scan documents in at work converting them to pdf using primo and I have them secured no printing, no editing, the security is password protected, I could create one and email it to you and you can see if you can print or do anything with it, let me know

PDF in generally is a format that discourages editablitly. That is one of the reasons it is so popular in graphic arts design for proofing and as a means of transmitting company documents. As long as you are sending it a Reader user you won't have any issues. If you are sending it to a Professional version, they will be able to make adjustments. You are able to password protect changes from your Acrobat under the Document Menu select Security. There is an option there for restricting editing.

they can print it to their hearts content...what you can do is file protect it with a password...you can put a watermark on it perhaps on printing that makes it unviewable after printing...there is a read-only option but it can be easy to get around...

file protect can stop them from making changes without the password. Atleast you can in microsoft products Go to Options then security and follow the prompts for password protection.
