One or more of the below:
1. For the thrill or getting away with something "bad"
2. Because they don't have the money to buy everything.
3. They meant to put something back, and forgot about it.
4. They just overlooked paying for it.
A lot of people who shoplift have the money to pay for the item, they just want the "adventure" of living outside the law... and they don't think about the consequences...

Sometimes they need items they are too embarrassed to buy. Not a really good excuse but I have seen it happen.

I've done that...by mistake. The items were on the bottom part of the cart and I forgot about them.
