Both have 2 sets of wings but damselflies fold their wings when at rest.
The damselfly is distinguished from dragonflies by its laterally projecting eyes and petiolate ("having a stalk or stem") wings folded above the body when at rest.
A dragonfly is larger and stouter than damselflies and holds the wings horizontally when at rest.

Dragonfly definately has one set. I used to pull them off when I was a nipper so I definately know. When I knew it could not fly away i'd then pull the legs off one by one. Sick - but ive seen others do worse. A lad I knew burnt a spider with a lighter. It was only a couple of years ago. The spider made a squeeling sound and i could not watch. It was pure sick man!!!!

Dragonfly has 4 wings, i have seen it myself, so it definitly has 2 sets of wings.

Don't most flying insects have two sets of wings I know that in the case of beetles one pair of wings are modified into wing covers.

They both do, all insects have 2 sets of wings, on some the 2nd set are vestigial (no use)
