DVD-R and DVD+r are two competing formats. In almost all new
DVD players you can play either one.

DVD-R is more compatible all around, they will play on most older dvd players.

There are also other format such as DVD-RW and DVD+RW the RW indicates that the DVD can be re-written.

THere is also DVD-RAM which is an entirely different format that is not compatible with every player.

The 8x and 16x refers to the speed in which you can record onto the disk, if you have a DVD burner you should know the speed at wich you can burn the DVD's.

This site explains the differences between +R and -R: http://www.umbc.edu/oit/sans/helpdesk/articles/Diff_DVD_formats.html

The difference between 8x and 16x is the burn speed. 16x discs will burn at .... 16x. While 8x will burn at you guessed it, 8x. The higher the number, the faster the burn.
