At your bank. I used to live in the UK and never had much trouble encashing cheques drawn in foreign currencies. There was a modest service charge and I sometimes had to wait for payment into my account but that was about it.

Most banks offer two methods of conversion for overseas cheques. Negotiation means that you will receive the funds immediately even though it takes time to clear the cheque. Collection means that you will have to wait until the cheque is cleared before you receive the funds. The second method, for some reason, is the more costly and you can sometimes lose out if the rate goes against you during the clearance period.
