I think because the rate of poverty is so high in a lot of places. People just don't see any other way to make a living. I think the wealth in your country is spread very unevenly. Not only in your country by the way.

Boy could I write forever on this one! We are a particularly unforgiving culture. Our incarceration system is only nominally a vehicle for rehab, and does a poor job at it because of the public's lack of committment. Additionally, we let people out and they, naturally, gravitate back to the old negative environment they came out of. It is hard for them to rent an apartment, or even get a job. Not surprising that recidivism is so high here. That's my quick opinion. Good subject for a paper!
