I have been offered a franchice business by an American co.(PROFILES INTERNTIONAL) and in need of a loan of US|$20000 of which US$15000 is licence fees.

Tread carefully there! I don't find anything on Profiles International's website that indicates that they are franchising their services. Sounds like a scam!
