It means that the computer is not able to "mount" (meaning read) your hard drive. It sees that a hard drive is present, but can not find the information it needs to boot the drive.
Reboot and try pressing crtl+alt+D and it will run a hard drive diagnositic. (Only works on some models)
If it passing the diagnostic, put your Windows CD (you did spend the extra $10 to get the CD right?) into your CD drive and let the computer boot off it. Start through the install until it comes to where it offers to restore your system. Let it do a restore. (Do NOT format the hard drive).
If none of those work, you are probably looking at replacing the hard drive.

It probably means the drive is bad, but you can try re-seating the IDE or SATA cable on it and the mother board. It could also be that the file system is messed up. If you boot to another disk (your Windows disk will work-just pick the recovery console) and type chkdsk /f at the command line. It will take a while but that might do it. If it doesn't you almost certainly ave a bad drive.

your boot sector in your hard drive is damaged it may be from a virus or you accidentaly bumped your computer either way you need to boot from a CD bootable or from a floppy... If it is a bootsector virus better acquire a virus scanner... remember to boot on a clean boot disk else nothing changes.. If no virus is found try reformating again....
