Tennessee is the only state which borders 8 others. As for the other question, I don't quite see how that's possible because there are two continental divides in the U.S, one through the Rockies, and the other through the Appalachians. This means that all rivers between the two divides flow into the Gulf of Mexico, and only rivers west of the Rockies or east of the Appalachians flow directly into the oceans.

Any state along the Continental Divide will have river and /or creeks that lead to rivers flowing into the Atlantic and Pacific Oceans
In NM the San Juan goes to the Pacific , the Rio Grande goes to the Atlantic
In CO The Colorado River goes to the Pacific[ actually it never quite makes it due to excessive dam building, But it used to]
The S.Platte goes to the Atlantic
In WY The N.Platte goes to the Atlantic and the Green River goes to the Pacific
In MT The Missouri goes to the Atlantic and the Blackfoot goes to the Pacific. Also in Glacier National Park there is a Triple Divide: Atlantic Pacific And Arctic Oceans
BTW ALL of the water draining the Appalachians reaches the Atlantic . Some of it does so via The Gulf Of Mexico

#1 - Tennessee as stated before.

#2 - New Mexico. New Mexico has rivers that are part of the Rio Grande and Mississippi watersheds (Atlantic) and the San Juan river is part of the Colorado River watershed (Pacific).
