I wouldn't want to get engaged on any holiday, I would want the day to be special on it's own.... If for some reason it didn't work out then , every time that holiday came around it would make you think about it.....

I think if I wanted to become engaged on a holiday it would be around Christmas or Easter.
Larger family gatherings get together around this time of the year and you usually go to each others family sometime during the day
Together we could let every one know we are engaged.

Thanksgiving, Christmas, or New years! Those would be the best. Everyone is so cheerful and happy then anyway, an engagement would make it that much happier!

I don't think you should get engaged on a holiday. There is already enough going on during holidays. Pick your own date and make it your personal holiday.

Halloween, its the most fun holiday plus you could dress up as a night in shining armor and hide the ring in candy or attach it to a candy balloon arrangement, or in the pumpkin she has to light? good luck
