Sounds like a Northern Flicker -- the link below is to a Wikipedia photo, but it shows the front, not the back with the red "V" on the head. The second link shows a shot of a dead one showing the "V" very clearly.

They come in yellow-shafted and red-shafted, depending on where you live. Any search engine will give you more info.

Is this a wild bird you saw,or a bird from a pet store?I am familiar with North American birds.You can go on line to National Autobahn Society.
