Don't soak them, it will loosen the glue that holds them together.
Here is what I do:
If you need them cleaned right away and don't have time for them to dry, use 99% alcohol (you can find it in a most beauty supply stores). Take a tissue or paper towel and spray some of the alcohol onto the tissue, then lightly brush the bristles back and forth until no more makeup appears on the tissue.
This also kills the bacteria if you use these on other people. It will dry in about 30-45 seconds b/c of the alcohol.
Once a week I shampoo and condition them. Take some shampoo and use the palm of your hand to lighlty swish the bristles around, rinse, condition the same way, rinse and then lay flat on a towel or paper towel and let dry for a couple hours.
This will keep your brushes clean, bacteria free and soft.

I clean my makeup brushes with baby shampoo. I have a small shallow container that I put water and a dime size amount of shampoo in. I mix it to get bubbles and soak the bristles for a few minutes, then I take them out and swirl the brush in the palm of my hand so it lathers then rinse under running water till no soap is left in or on the bristles. I gently squeeze out the excess re-shape them, and set them on a table with the bristles over the edge and let them air dry.
Do this as often as you feel you need to to keep them clean, once a week should be good, or less often depending on how often you wear makeup.

I just fill up a plastic container with warm water, add some Suave Daily Clarifying shampoo (cheap & works great), swish the brushes around in that, rinse a couple times, shake the big ones out and lay them to dry. You should not put conditioner on your brushes, it will make the bristles slicker and not so good at picking up makeup.

I uses extra gentle shampoo (baby shampoo) and I wet the brush and put a drop of shampoo in my hand and brush it against my hand and I repeat it a few times until when I rinse it out the water is clear and then let it air dry.

You should use an antibacterial soap. Just wash them well, rinse well and set them out to dry. This doesn't take long and you are much safer.
Did you see that show Tyra? A woman brought her make-up and brushes on there; they had a scientist come on with a microscope. It was so disgusting looking at the bacteria in her make-up and on her brushes.

The only thing you ever need is shampoo any kind you use on your hair is gentle enough, i was told this at the MAC counter, you can also buy special brush cleaner but it is expensive and im told shampoo works fine, all my brushes still look and feel brand new.

I don't know if I would soak them, but washing them with a mild soap or shampoo should be alright. Make sure and dry them upside down so you don't crush the hairs, bristles, or sponges. If you can place them in sunlight, that's good because UV rays sterilize.

I use an inexpensive spray made just for the purpose of
cleaning the brushes. . . does a great job, the brushes are like new.
Wal-Mart will carry it.
