I have got motorola mpx200 which has got infrared facility. I want to know whether I can install blue tooth in it with the help of " Mobile Phone Tools " ?

No. this is a hardware requirement and mobile phones haven't been built to accept a wide range of external hardware. Headphones and data cards are about it.
