Depends on who is trying to surveil you! If you are a druglord and are worried about the DEA you might find it hard to do! If you are simply worried that your spouse is spying on you with a cheap webcam, start tracing usb cords on your computers til you find a cam!

You can go to a surveillance shop and they can rent or sell you a decoder that tells you if you have something planted in your house.

Hmm, if they are in you house, not at neighbors....well first visit shop and bye detector for wires - yes you need that fancy one that can find power line in wall. After that shut down all electricity in your house. We will betting on that camera will have separate power - so use detector and find it :) To distort video transmission you will need something that make white/Gaussian noise in range 1-3 Ghz if this is wireless camera, but don't lay on this find it :(

Why would you want to do that? You should know where your surveillence cameras are in YOUR house.
