I was surprised at how hard it is to find something so vital to financial planning.
The sites I included Choose to Save and Motley Fool should have some good information to get you started.

I don't know of a free site, but I do know where you can get a free downloadable ebook that will help you set up your budget. I've found it extremely helpful myself - http://necessaryvirtues.com/recommends/mfl
