Sometimes I find superior qualities in people who have particularly bad parents and environment and vice versa.That makes me wonder whether there is a third factor.

Some would divide environment furhter, into physical circumstances and cultural surrounding. But no, those are the two factors, according to current theories. The occurence of radically different development in similar circumstances is one of the major questions in developmental psychology today.

Probably not. Dont forget that genetic inheritance of the ability to fight disease or survive in an hostile environment would compensate for the discrepancies that you describe.
Also consider things you cant see - was the mother smoking and drinking and taking drugs during pregnancy? this would affect the person for the rest of their life, and you would never see the cause, just the results...
