I think that depends on the woman. I mean, I am unlikely to expose myself physically because I have self respect and I also have a respectable job which I would probably lose if I did (I'm a teacher). However there are women I know who have exposed themselves.
If you are talking emotionally, then I don't think its just women, I think men keep themselves under cover too sometimes - especially British, its the way we grew up. Private life should be kept private

You must not read girly mags at all? You may well see Lads Mags on display? There ARE women who expose themselves in public, you need to get rid of that tunnel vision and open your eyes to the world you live in. And to repeat the one answer already given, most clothes are purposely designed to expose the female form to the public. Whether that be tight and figure-hugging, see-through, or plain missing. It's a case of the Emporer's New Clothes!

Do you mean "why aren't women flashers"?
For the same reason why there are hardly any female sex offenders. It's extremely rare for a woman to molest or take sexual advantage over others who are weaker than them -- they simply don't experience the sort of criminally aggressive/violent sexual impulses that a certain proportion of men have.
And it's been proven that flashing isn't the sad, harmless, comic perversion as society has dismissed it to be in the past. Most sex offenders led up to their rapes and assaults with some form of flashing.
