Any city in California Bay Area is good. Climate is more balanced when compared to other areas of US.

No idea regarding the best area or city to live but i would not settle in the following because of the high cost of living:
1. New York city
2. San Francisco, (Bay area)
3.San Jose,CA or Los Angeles
4.New Jersey

That's a hard question to answer. There are too many factors to consider, and I have no idea of which you are looking for.
Economy
Safety
Work Availability
Crime rate
Housing market
Etc. etc...
