Ask her politely to refrain from hollering her foul language and if she will insist on continuing then maybe a phone call to the police for advice might be the answer.

Even if you ask her politely or decently she won't listen to you ;May be she will yell at you the same way she is. I believe Foul languages come under Verbal abuse law, So you should call 911 .

There are several ways:
1. You can ask her politely
2. You can complain to the police
3. You can complain to the council (if you live in a council house)
4. You can take legal proceedings to obtain a court order (if you're lucky the council or police might do this for you)

You can't. It's her garden and she is entitled to do/say what she likes. However if it is in the presence of your children you could ask her to moderate it when they are out in the garden.
