I can't seem to make my portrait digital photos on my computer work as wallpaper. They get all stretched or offset. Any way to fix this?

Yep, crop the picture in an image editor to fit the dimensions (or even the exact resolution) of your screen.

In an image editor, create a new image with 800 pixels width and 600 pixels height (or use you resolution...). Now open your picture, select the entire area of the picture, copy it to clipboard and paste into the new image. Place your image anywhere you want into the new image, then save the new image (save it into the "Windows" folder to find it in the display properties dialog). Close the image editor. Now select the new image as the desktop wallpaper. Being proportional with the screen size, the image won't be streched, offset etc.
