Its the Utility responsibility, they cannot ask you to break the law. You explain the situation and they will go and take a meter reading.

There request for the reading also does not give you the right to break your injunction.

Unfirtunately you've got to be honest with Powergen. If it really is too embarassing for you to tell powergen about the injunction why not say you are medically incapacitated elsewhere, can they make arrangements for a meter reading

The injunction must normally be on a specific person or body or those acting for them. If the injunction is on you, it doesn't apply to a meter reader acting for the electricity supplier, as they are not your agent. If it is an area closed off because of (for example) a police search, then you could ask the police (or whoever) to take the reading for you. Finally, unless you are moving house, it is not essential to have your meter read, so you could simply wait until the injunction is lifted.
