Utilize the internet. You can get programs that automatically email people and I've heard one one that you can hook up to a phone line and it will call and play a recorded message for free.
Otherwise word of mouth is great. Get a car that you have painted really well and drive it around popular areas and when people ask about it, give them a brochure.

well if its car art as in painting cars i assume paint ur car in a way to advertise ur buisness then ppl will take notice when your driving around, and when u begin painting clients cars maybe produce a small stencill so u can put ur details on the back of there newly arty car and ppl will see it when there stuck behind them in traffic.

If you start by placing ads in local shop windows (very cheap) and possibly the local papers, as your business starts, it will soon pick up by word of mouth.
