Accountability for actions really implies being prepared to reap what you sew.
If you commit a negative action that creates a negative response, don't slither away and deflect the blame to someone else, stand up and accept the reprecussions.
Accountability for an action means to be present for the outcome.

A 18 month old baby tells you to SHUT UP because she is repeating a comment she has heard over and over. She cannot discern between right and wrong, so she is not responsible for the comment.....
Unlike a teen ager who does the same thing out of disrespect. They can be held more accountable because they should have developed a level of intelligence which allows them to discern between right and wrong, and then their "CHOICE" was to do wrong.

i think the best word here is "liable".
